Communication (from Latin commūnicāre, meaning "to share") is the act of conveying intended meanings from one entity or group to another through the use of mutually understood signs and semiotic rules.
Language
Language is a system that consists of the development, acquisition, maintenance and use of complex systems of communication, particularly the human ability to do so; and a language is any specific example of such a system.
Healthcare
I don't think I know enough to say, well, here's the plan. It's not my specialty.... But I don't think there's any way not to have that debate about how much we're going to spend on health care....
